There were several amendments offered by various members of the Senate. Yes, there were changes that were penned in at the last moment, but nothing that Republicans or Democrats weren't privy too.There is no way that Bill passed without knowledge of its contents.I just got access to it online (Monday) and I have read at least a third of Part One. Political parties aside, that bill is a disgrace. The fact that ANY republican voted for it is outrageous.
